Avv. Andrea Ruffo, LLB with particular value thesis in Constitutional Law (LUISS Guido Carli University, 2014), Second-level Master’s degree in Parliament and Public Policies (LUISS School of Government, 2016), lawyer, since 2015 is nominated Expert in the field of Constitutional Law, collaborator and Teaching Assistant at LUISS Guido Carli University, by Prof. Francesco Pizzetti.He also attended the “Lawful Interception Academy”, advanced training course on legal interception of telecommunications, held at the School of the Penitentiary Administration in Rome (November 2014). During his post-graduate training, he was intern at the Department for Administrative Coordination of the Presidenzadel Consigliodei Ministri. His main areas of interest involve the constitutional reforms, the public regulation of new technologies, the national security and European CSDPs. His research focuses on the reforms of local authorities, cryptocurrencies and blockchain, the Brexit effects on European security policies and on the Italian strategic interest.Andrea is co-author and, specifically, author of par. 6″Developments and Future of Bitcoin “of one of the first Italian writings about the legal nature, the defining problems and Bitcoin regulations, published in online scientific journal“DirittoMercato e Tecnologia”,n.3/2015.He updated his studies on these issues also following conferences of the Aspen Institute Italy,of the NATO Defense College and of the NATO D.C.Foundation. In November 2019, he was a panellist in the ICON-S Italia annual conference, with the report “The Blockchain and its applications: definitional and regulatory issues, also in relation to the phenomenon of” Disintermediation” in the Panel n.59 “Blockchain and Law: the Legal Perspective on the current regulatory trends”.Within these fields, Andrea authored and co-authored publications in some Italian scientific legal reviews.
